Rijiju visits BOPs, interacts with jawans

AALO, Nov 6: Union Minister of State for Home, Kiren Rijiju visited the ITBP Border Outposts of Tada Dege and Monigong situated at a height of 6233 to 6561 ft. on Nov 3. After having a detailed interaction with the ITBP troops and the Post Commanders, Rijiju lauded role of ITBP personnel of 20th Bn ITBP manning the border under adverse circumstances along the China border in Arunachal Pradesh. He was also briefed about the ITBP deployment in the border and other aspects. DIG SHQ (ITA) ITBP, Ajay Pal Singh, Commanding officer of 20th Battalion ITBP, Brij Mohan Singh and host of other officers accompanied the Minister. Later, Rijiju visited Pakam village and met ailing local singer Moge Doji, reports DIPRO Aalo.

 

District level workshop on Pentalvalent/IPV held

ITANAGAR, Nov 6: Medical Officers, ANMs and cold chain handlers from CHC, PHC and Sub- Centers attended a district-level workshop on Pentalvalent/Inactivated Polio Vaccine (IPV) held at Namsai on Thursday.

Speaking on the occasion, DMO Dr. Nani Rika asked all Medical Officers-in-charge to conduct similar workshops at their respective blocks or CHC/PHC-level involving ASHA, AWW and PRI members. He also advised Medical Officers to remain well prepared to introduce the new vaccine i.e, Pentalvalent and IPV at their respective hospitals.

DRCHO Dr. Pill Dipen also briefed the Medical Officers-in-charges about tentative  schedules  to conduct similar workshops  for  frontline health workers under their CHC and PHC for launch of state-wide Pentavalent and IPV vaccine and therefore to complete block-level training  before the launch.

Regional Team Leader, WHO for Eastern India, Kolkata Dr. Dipangkar Mukherjee and WHO, SMO for Eastern Arunachal Pradesh Dr. M Deka were also present as resource persons on the occasion, according to an official release.

 

CCLAPF  seeks CS intervention for restraint

ITANAGAR, Nov 6: The Capital Complex Land Affected Peoples’ Forum (CCLAPF) has requested the Chief Secretary to issue necessary direction for immediate halting of show-cause notices given by the Chief Estate Officer (CEO), Itanagar, temporarily, till the government comes out with some permanent solution to the issue. It also called for immediately revoking the Govt. Order No. VIG-13/2013/388, of Oct 18, 2013, and all other such orders requiring state government employees to obtain NOC for promotions and settling their retirement dues.

In this regard a memorandum was submitted today by the CCLAPF to the Chief Secretary. The forum also apprised the CS on the issue and the cabinet decision taken on Jan 10, 2014 regarding the issue of government land encroachment in the Capital Complex.

The CS assured the visiting team to examine the matter and strictly abide by the Cabinet decisions, etc, stated the release.

The CCLAPF team also met the Secretary (LM), Director (LM) and Chief Estate Officer (CEO), Itanagar Capital Complex, requesting all of them to exercise restraint and wait for the government decision.    

 

District research officer passes away

NAHARLAGUN, Nov 6: Somesh Choudury, District Research Officer, Yupia, passed away due to massive cardiac arrest at a rented house, Naharlagun on November 1. Late Choudury was 54 and is survived by his wife, a son and a daughter. He joined the department as ARO in 1986 and was promoted to DRO in 2007 and was posted at Yupia since then.

The Officers and staff of Director of Research, Itanagar deeply mourned the premature demise  of Somesh Choudury.

While recalling his life and contribution towards the department, the Director of Research Batem Pertin heaped praise on the Late officer and called him as a man of amenable personality and known for his passionate love towards his duties and responsibilities. He called upon the officers and staff of the department to imbibe the exemplary ideals left behind by the departed soul.

 The departmental officers and staff observed two minutes silence as a mark of respect to the departed soul and conveyed deep  sense of condolence to the bereaved family. DIPR

 

BJYM  reacts

ITANAGAR, Nov 6: The Bharatiya Janata Yuva Morcha (BJYM) Arunachal Pradesh has expressed shock and surprise at the Arunachal Pradesh Youth Congress (APYC) questioning the BJP, the logic of demanding Chief Minister Nabam Tuki’s floor test.

The minority status of the Nabam Tuki led Congress Govt. is not a matter of BJP, it is now, the talk of every house hold in the state, the BJYM said in a release.  

The BJYM further said continuous statements by some of the former Congress Ministers charging Nabam Tuki led Congress Govt. of financial mismanagement and failure in all fronts is itself a pointer of the position of the Congress Govt. in the state.

 

Farmers training prog cum

exposure visit conducted

ITANAGAR, Nov 6: In all 24 farmers including rural youth and farm women of Pagi and Disi villages of West Siang district took part in a KVK West Siang, ICAR A.P-Centre, Basar organized two-day training programme-cum-exposure visit on Scientific Poultry Farming in commercial mode which concluded at its training hall on Thursday.

During the training West Siang KVK in-charge and Subject Matter Specialist (Animal Science) Dr. Moloy Sarmah Baruah and Scientist, Agriculture Extension Dr. Doni Jini, informed the farmers about the techniques of poultry farming, health care, different breeds and recent techniques of poultry farming for sustainable income generation for rural farmers.

The farmers were also taken on exposure visits to the poultry demonstration units as well as to the dairy and rabbit farming units where ICAR AP Centre, Basar Livestock Manager, Dr. Tolan Kr. Borah demonstrated modern scientific poultry and livestock rearing techniques.

Spices Board Award

ITANAGAR, Nov 6: Debia Sanka of Radhpu village under Lower Subansiri bagged Spices Board Award (second prize) for Growers-2014-15.

The award was presented to her by Somnath Poudyal, Minister for FS & Agriculture Development etc, Govt. of Sikkim along with Secretary, Spices Board India at a function held at Gangtak, Sikkim.

She received cash award of Rs.25,000 and citation.

The award has been instituted by Spices Board to encourage healthy competition among growers of cardamom (small & large) and to promote organic farming and best IPM/Post Harvest Practices in spices.

The awards consist of one first prize and two second prizes.She is the first from the state to receive this national award. The award giving ceremony was attended by Chief Secretary and Secretaries of Sikkim Govt. along with all other officers.

Meanwhile, Tanga Byaling Minister, Home & Horticulture Minister on behalf of Horticulture Department and his own behalf congratulated Debia Sanka for being awarded the prestigious award.

The Spice Board of Itanagar Division, HDO Yachuli on behalf of home district and Spice Board, Lower Subansiri branch also congratulated Sanka and said her achievement will encourage other farmers of the district in particular to take up Cardamom Cultivation in large scale.

 

Union demands early construction

of BG railway

RUKSIN, Nov 6: The Arunachal Pradesh Eastern Railway Youth Association (APERYA) headquartered at Ruksin has demanded the NF railway authority to expedite construction activities along Murkongselek-Pasighat BG line.

APERYA president Tadi Jonnom in a release said that the union is extending all possible cooperation to railway authority for early development of the BG railway along the route.

 

Peaceful protest rally held at Sagalee

ITANAGAR, Nov 6: All Sagalee Students’ Union (ASSU) has organized a peaceful rally at Sagalee town yesterday in protest against government’s lackadaisical attitude towards issues concerning Sagalee town and its adjoining areas. The rally which began from Govt Higher Secondary School passed through the market area and culminated at ADC office where the Union submitted its five-point memorandum to the ADC.  The ASSU also submitted its memorandum to the CM minister.

The union has been demanding immediate activation of mobile tower at Meb village, establishment of fire station at Sagalee town, immediate shifting of construction of outdoor stadium from Govt higher secondary school, Sagalee to General ground, Sagalee, introduction of Commerce stream at Govt Higher Secondary School, Sagalee and immediate posting of subject teachers at GHSS Sagalee, Govt Secondary School Leporiang, Govt Secondary School, Parang and Govt Secondary School, Toru.

The Union urged the Govt to pay heed to its demands within 30 days to avoid any further democratic movement.

 

DC flags of Blazing Riders Expedition

TAWANG, Nov 6: Tawang DC Duly Kamduk yesterday flagged off the Army motorbike expedition at 40 Mountain Brigade in presence of Brigadier S K Vidyarthi, Commandant, 40 Mtn Brigade, Tawang SP Anto Alphonse and others.

The biking team was constituted on November one to mark the Raising Day of 41 Infantry Division.

The expedition team consisting of 40 riders on 20 bikes will cover around 14,000 km in Tawang sector focusing the remote Jhongatser, Damteng and Bumla area.  

Led by group leader Colonel GS Dhillon, the Blazing Riders expedition aims to disseminate the message of Swatchh Bharat Abhiyan and ‘Beti Bachhao Beti Padao’ to spread awareness and ensure cleanliness and to empower, educate and save the female gender.

Students demand speedy

trial, charge-sheet

ITANAGAR, Nov 6: United Students Federation of Aalo (USFA), All Nyiko Students’ Welfare Association (ANSWA), Students’ Union of Donyi Polo Govt. College Kamki & Hirik Hiru Students’ Union (HHSU) have demanded immediate arrest of all the culprits involved in the brutal murder of Dorik Basa, a BA final year student of DPGC, Kamki.

Commending Aalo Police for arresting three persons in connection with the murder case within 48 hours of the incident, they demanded police to expedite the investigation process and file charge-sheet against those found guilty.

The students’ unions and association also appealed to all the practicing lawyers not to move any bail petition on behalf of those alleged accused. They also appealed to all the relatives and parents not to protect the criminals so that the justice is delivered to the victim at earliest.

West Siang District Students Union (WSDSU) also lauded the Aalo Police led by officer in-charge, Inspector Olik Tamut and Investigation officer T Tali and his team for cracking the case.

WSDSU appealed to the authority to unearth the truth behind the incident and demanded exemplary punishment for the culprits involved in the murder case.

 

Doimukh Govt College week celebration concludes

ITANAGAR, Nov 6: The third Annual College Week celebration of Government College Doimukh concluded today. Addressing the participants at valedictory function, PHE Minister Takam Pario congratulated the college community for successfully conducting the annual college week celebration. He advised the students to equip themselves both theoretically and practically in developing themselves while pursuing their studies so as to make themselves capable enough to take larger social responsibilities in future.

Emphasizing on the importance of co-curricular activities Pario advised the students to avail the 10% sports quota initiated by the state government.

Responding to the memorandum, he assured to take up the matters relating to the college with the higher authorities at the earliest. He also appealed the students and the faculty members of the college to work together for the all-round development without maligning the name of the institution and to set a new standard of higher education in the state.

TEZU, Nov 6: Longding stunned defending champion Papum Pare for a 2-1 victory in the ongoing Tadar Tang Memorial State Level Football Tournament at GHSS playground here today.

Wangtam Wangsu and Phojing Wangsaham scored one goal each for Longding while the lone goal for Papum Pare was scored by General Modi.

Capital Complex registered their second consecutive wins beating Anjaw 3-0. Techi Tara, Taw Akash and Pani Akash were the scorers of Capital Complex.

Jumi Combats Bene to meet All Kombo in final

 AALO, Nov 6: All Kombo will meet Jumi Combats Bene in the final of the 3rd Rebi Ado Memorial Football Tournament.

All Kombo entered into the final defeating Hiker Gumin 2-1 in the first semifinal. Jumi Combats Bene beat Tadin FC 2-0 in the second semifinal.

The major setback for Jumi Combats was showing of red card to its captain Tony Rakyor. He will miss the final match.

The semifinal match was witnessed, among others, by one of the senior most citizens and architects of Aalo town Boken Ete.

CM lays emphasis on timely completion of projects

ITANAGAR, Nov 6: Chief Minister Nabam Tuki today called upon the district administrations for timely completion of all on-going infrastructural projects  in the state.

 “Please work double shift as this is the prime season for working at ground zero,” Tuki said while reviewing all  ongoing central as well as state flagship programmes and schemes in each district through Arun VIKAS video conferencing with the district administrations of the state. He reiterated that all construction jobs should be completed within the winter season before the onset of monsoons when working on the ground becomes difficult.

This is his second video conference with the district administrations conceptualized for knowledge sharing and assessment of schemes.

The marathon video-conferencing took stock and discussed on the 12 state government flagship programmes, Trans-Arunachal Highway, Cement Concrete roads along with drainage, 132 KV transmission line, construction of stadiums and mini-secretariats and status of Vision 2030 document. Besides, the Chief Minister also took stock of revenue generation steps, issues related to quarry notification, etc. Interacting directly with respective deputy commissioners and officers for four hours, Tuki urged them to facilitate smooth implementation of projects of public interest like the Trans-Arunachal Highway, Cement Concrete roads and mini-secretariats.

It may be noted here that while the Trans-Arunachal Highway is passing through all the districts, mini-secretariats are being constructed at Changlang, Roing, Daporijo, Khonsa, Seppa, Tezu, Ziro, Namsai and the state capital in the first phase. Similarly, construction of cement concrete roads are going on at Yingkiong, Tezu, Pasighat, Aalo, Bomdila, Roing, Longding, Ziro, Khonsa, Changlang and the state capital while outdoor stadiums are being constructed at Chimpu, Aalo, Tezu, Yupia, Daporijo, Pasighat and Ziro.

Reviewing each flagship programme, the Chief Minister expressed satisfaction over the progresses made by respective districts. He particularly appreciated the efforts put in by the districts to plug revenue pilferages and thus contributing significantly to the state exchequer through revenue collection.

He elaborated on many employment generation schemes launched by the state government like CM’s Livelihood Mission, CM’s Indigenous Textile Promotion Scheme, CM’s Paryatan Vikas Yojna, soft loan to skilled persons for self employment, CM’s Agri-Mechanization Scheme, Mission Mode Project for Tea & Rubber Cultivation, CM’s Agri-Employment Generation Programme, Scheme for cultivation of medicinal plants, Scheme for piggery, poultry, dairy etc, pisciculture development scheme, etc.

“We have set a goal to provide guaranteed employment to at least one member of each family, be it self-employment or in the private or public sector. This can be achieved through all the mentioned schemes launched by the state government. I ask you to give top priority to this objective,” Tuki urged the deputy commissioners.

He suggested to make the district, sub-divisional and circle level monitoring committees more effective and sought quarterly reports on the progress and status of all schemes.

Informing that the Department of Skill Development is going for the 3rd phase of Job Melas across the state from this month, the Chief Minister called for transparency in its conduction and support of the district administrations. He advised taking help of local representatives of the area where such Job Melas are scheduled.

In order to keep the spirits high of the officials involved in implementing all central and state government schemes, Tuki suggested the deputy commissioners to award such officials or agencies excelling in performing their given responsibilities.

To enable Deputy Commissioners to take up need based projects in their respective districts, the Chief Minister assured to provide Rs 50 lakh each to all the district administrations under their untied fund.

Concluding with a discussion on Vision 2030 document, the Chief Minister urged the Deputy Commissioners to expedite the process of compilation and submit it to the government. He emphasized the DCs to focus on ‘micro level planning’ in compiling the vision of their respective districts.

Besides calling for early submission of disaster assessment report to enable the central team to inspect, Tuki also requested the DCs to identify successful schemes and public demands, which can be incorporated in the next budget.

The video conference was attended by the Chief Secretary, all Commissioners, Secretaries, top government officials and representatives of Power Grid Corporation of India Limited (PGCIL).

 

 

21 dissident MLAs decides not to attend CLP meet

ITANAGAR, Nov 6: Twenty-one MLAs of ruling Congress party have openly come out against the leadership of Chief Minister Nabam Tuki and have decided to skip the Congress Legislature Party meeting to be convened on November 8.

“We the undersigned Congress legislature party members have unanimously decided not to attend the CLP meeting called under the leadership of Nabum Tuki,” said the MLAs in a joint press statement. Those signed include Kalikho Pul, Chowna Mein, Kumar Waii, Kameng Dolo, Kamlung Mossang, Wanglin Lowangdong, TN Thongdok, CT Mein, Thangwang Wangham, Wangki Lowang, Lombo Tayeng, Jarkar Gamlin,  Phosum Khimhun, Honchun Ngandam, PD Sona, Markio Tado, Pema Khandu, Wanglam Sawin, Zignu Namchoom, Mutchu Mithi and Gabriel D Wangsu.

“There are already differences of opinion with regards to autocratic way of functioning and disrespect for inner democracy of the party under present CLP leader. We clearly denounce his legitimacy as the leader of Congress Legislative Party of Arunachal Pradesh,” they said.

“Under this circumstance, any meeting called under his leadership does not carry any substance and holds no water. He has lost all the moral credibility to lead the party in the house,” the joint press statement added.

The CLP meeting has been called on 8th November by V Narayanswamy, general secretary of AICC, in charge Arunachal and Arunachal Pradesh Congress committee. It is believed that Narayanswamy and Dr Jayakumar, secretary, AICC in charge Arunachal has been deputed by Congress high command to solve the crisis in the state. Meanwhile, MLA and Principal Advisor to CM cum-Chairman SCITeG Kameng Dolo resigned from his respective posts yesterday.

 

 

Mathematics plays a controlling role

in religious fanaticism: Prof Roy

ITANAGAR, Nov 6: Rajiv Gandhi University Vice-Chancellor in-charge Prof. N C Roy has inaugurated the 2nd National Conference on “Recent Trends of Mathematics and its Applications (RTMA)-2015” at its mini auditorium amidst the presence of mathematicians, paper presenters and delegates from different parts of the country today. The two-day conference is being organised by the Department of Mathematics, Rajiv Gandhi University.

Addressing the delegates, Prof. NC Roy spoke on the relevancy of the conference and dwelt in length on impact of Mathematics on the society and its role in controlling religious fanaticism citing the impact in European countries. He also explained on the relationship of Mathematics and Computing with employment generation and industrial revolution. The key-note speaker Prof. SN Bora from IIT-Guwahati in his elaborate presentation concentrated basically on the interdisciplinary aspects of Mathematical Sciences and Quality Research. He advocated for the interdisciplinary approach of research and suggested that mathematicians should initiate as the research works in mathematics and its area is expanding. He felt that research should not be just for a degree or for writing an article but should give satisfaction to the researcher and should be medium to ignite minds. He also expressed the need for a common platform for mathematical researchers of the NE region and stressed that national conference on RTMA-2015 should come up with the initiation of formation of the North-East Mathematics Research Forum.

Earlier, Prof. HK Sarmah from Guwahati University presented the account of mathematics from its origin to modern day. Making a mention of penicillin inventor Louis Pasteur, he said that good research makes a better teacher, widens dimension and edifies the teaching ability.

Prof. B.S. Dandapat from Sikkim Manipal Institute of Technology spoke on the dynamics of pure and applied mathematics and presented a brief account on mathematical analysis and its applications.

Deputy Registrar Dr. David Pertin who is the in-charge of academic and conference affairs of RGU, informed that the decade old department of mathematics has been playing its humble role in producing human resources in the form of teachers and keen researchers for the state of Arunachal, and has been pioneering a laudable research based national conference on a very relevant and practical oriented field. Expressing concern on the general stigma called “mathematics phobia”, he pointed out that leaving aside the complex theoretical analysis, problems and their solutions, mathematics is an integral part in everyone’s day to day life.

Visiting Professor of Sociology, RGU, Prof. M Hussain in his special lecture centered his deliberations on the familiarity of Mathematics with Philosophy and Logics and also explained the complexities of coaching and teaching. He further suggested for having a ‘national think-tank’ to do away with the math-phobia and the resultant failures in examinations, which even causes many deaths from suicides across the nations especially after the declarations of board and entrance results. He stressed on the need of imparting basic training to the learner and educators.

On the occasion the conference abstracts and a book published on the findings of the 1st national conference on RTMA-2014 were released by Prof. N.C. Roy and Prof. H K Sarmah.

The convenor of the conference and Head of the Department of Mathematics, RGU, Dr. Sahin Ahmed, briefed the importance of the two-day national conference.

The inaugural session was anchored by faculty member of Govt. Polytechnic College, Namsai and RGU Ph. D scholar Bharati Pertin.

Among others, the former acting-VC of RGU, Prof. K C Kapoor, Dean, Basic Sciences Prof. Utpal Bhattacharjee, Dean Students’ Welfare Dr. Tasi Kaye, HoD Education, Prof. T Lhungdim, senior professor in Education Prof. JC Soni, other faculty members, research scholars and scores of students attended the important academic event. Researchers in mathematics from different institutes and organisations from West Bengal, Madhya Pradesh, Rajasthan, Maharashtra, Sikkim, Tripura, Meghalaya, Assam and Arunachal Pradesh are presenting their findings and participating in the discourses on current developments and analysis of mathematical sciences in the field of algebra, fluid mechanics, number theory, wavelets, cryptography, graph theory, fuzzy sets and logics, relativity, numerical analysis, differential equations, integral transforms, probability and statistics, mathematical education and their recent application part in computer science and mathematical physics.

 

 

Smart City consultants meet officials

PASIGHAT, Nov 6: People from all walks of life are enthusiastically participating in discussions through “mygov.in portal” for shortlisting Pasighat for the Smart City Project amongst 100 cities in the country. District administration has been carrying out massive publicity to sensitize the citizens. Through various activities under “Citizens Consultation Campaign”, officers under supervision of MEO Deepak Shinde are putting out all efforts to get a place in top 20 lists through Smart City Challenge Mission Proposal (SCCMP) to compete with 100 cities chosen by the Union Urban Development Ministry for the Smart City project in the country.

Meanwhile, a team from DDF Consultants Pvt. Ltd, New Delhi, appointed by the government as consultants for preparing SCCMP, visited Pasighat and held discussions with the Pasighat Municipal Council and officers at the Siang Guest House conference hall on Wednesday last.

Director of DDF Consultant Amit Bose and his associates Sudhir Malik and Puneet Bhardwaj patiently listened all detailed reports on ongoing projects, expected projects, population, services and discussed on future plans and challenges. After threadbare discussion with the HoDs, Director Bose said that the team had collected all basic information including town plan, solid waste management, drinking water and power supply mechanism, law and order, safety and security of citizens etc and would closely review for preparing SCCMP. It would be prepared by soliciting views of all stakeholders including town planners, line departments, people’s representatives, officials, NGOs and common citizens, he added.

The meeting was also attended by the DIG (Central Range) LH Shanliana, MEO Deepak Shinde, Senior Town Planner Sukhvidar Singh, PMC Chief Councillor Denong Tamuk, ZPC Kaling Dai all ward councillors, HODs and NGOs. Mara advocates communal harmony between clans

DAPORIJO, Nov 6: Parliamentary Secretary RD & Panchayati Raj cum Taliha MLA, Punji Mara has called for every individual in the society to come up with noble ideas for the empowerment of the society. He was speaking at the felicitation programme of the Tache Tagia Welfare Society at Taliha today.

Mara said, no society should discriminate one other on the basis of its population, property, intellectuals and educational qualifications in any clan based organisation, rather every clan based organisation should work for communal harmony. No welfare society should be encouraged on the basis of politics, he added.

Mara further called for maintaining unity and integrity among each other while advocating for doing away with the prevailing superstitions. Development of mindset of the people for good cause for the society is also needed with the rise of clan based organization, he said.

NPR updating of East Kameng to

be completed by Nov 14

SEPPA, Nov 6: Assistant Director Census of India, Shillong Utpal Sharma informed that the NPR updating of East Kameng should be completed by Nov 14 and coverage of left out and shifting of permanent enrolment centers will be done by Dec 31 next.

He was addressing a day-long training on civil registration system (CRS) functionaries which was attended by all administrative officers and registration functionaries of various circles of East Kameng at Kameng Hall, Seppa today.

Utpal Sharma also suggested them to keep on changing the centre at various schools for maximum converge and asked the administrative officers for issuance of notification of the schedule in advance. He also made a power point presentation on updating of national population register (NPR) database.

While highlighting the objectives of the training, EAC S Sengupta informed that the target for completion of biometric enrollment of the district is on Jan 9, 2016 with target NPR of population of 77,246 persons as per 2011 census out of which 16,080 persons have been covered under biometric enrollment till date. Briefing about the enrollment status of Seppa, Chayangtajo, Bameng and Seijosa circles he further informed about the schedule of enrollment for various circle and urged the administrative officers to ensure proper awareness and mobilization to the villager about importance of biometric enrollment. He also urged them to conduct meetings with GBs and GPMs of their respective jurisdiction before the exercise of enrollment for achieving the target.

Talent Search-2015 starts on a colourful note

ITANAGAR, Nov 6: The AAPSA-Sahodaya Talent Search-2015 started on a colourful note at Donyi Polo Vidya Bhawan here today wherein about 1000 students from 26 schools of the Capital Complex and Ziro are participating.

Minister for Legal Metrology and Consumer Affairs, Food and Civil Supplies Tirong Aboh, who attended the inaugural programme, advised the students to make full use of such educative activities.

While acknowledging the presence of former Chief Minister Gegong Apang, on the dias, Aboh spoke of those days when he (Apang) was the Chief Minister of the state. Aboh said his home-district had been on a rising spree in those days but the development in the district has come down due to various reasons and difficulties that need to be addressed.

The Minister also made generous donations for the programme and for the development of Donyi Polo Vidya Bhawan playground.

Rt. Rev. Dr. John Thomas, Bishop of Itanagar, exhorted the participants to consider themselves fortunate to have such a forum to expose their latent talents. The Bishop also called upon everyone present to inculcate moral values among the younger generation.

The Chairman of the host school Gegong Apang proposed the vote of thanks and congratulated all the Principals, especially AAPSA office bearers and Levi Katy, Principal, Donyi Polo Vidya Bhawan for the noble initiative and expressed great happiness that his school is hosting the programme.

Tuki Govt in ICU, claims BJP

ITNAGAR, Nov 6: Expressing grave concern over the functioning of the state Govt., BJP National General Secretary Ram Madhav yesterday stated that the Nabam Tuki led Govt. is now in Intensive Care Unit (ICU) and has lost the moral and democratic right to continue. Madhav was addressing the party leaders and cadres in a meeting held here at BJP party office.

“No normal development can take place in the present scenario and the continuation of the state government will be very dangerous for the people of the state,” the BJP general secretary opined.

He said that an alternative stable government should be installed soon in the state for speedy development. All matters related to the state are under the radar of the central party, he added.

The BJP leader also assured early materialization of the much-awaited Greenfield airport project in the state. “The BJP led NDA Government at Centre will soon build the Green field Airport in Arunachal Pradesh,”  he said.

He informed that the party is opening its North East Cell at the party headquarters New Delhi soon to deal with all matters related to NE states.

The State General Secretary Dominic Tadar apprised the BJP national General Secretary of the current political situation in the state and briefed on various party activities being undertaken across the state BJP.

Leader of Opposition Tamiyo Taga clarified that his suggestion to upgrade Lilabari Airport till completion of the construction of Airport in Arunachal Pradesh was for the welfare of the people and never suggested against Airport in the state, according to state BJP release.

 

 

Discipline is the key to success in life: Taloh

PASIGHAT, Nov 6: ‘Discipline is the key to success in life and teachers make a lasting impact in the career of their students’, said state’s Education Minister Tapang Taloh while addressing the students during the 49th College Day celebration of Jawaharlal Nehru College, Pasighat here on Thursday.

The Minister said that discipline is equally essential for all but it holds great value for students. Success embraces those who value and practice self-discipline in life to scale newer heights of academic excellence, he added and urged the students to be attentive, punctual and hardworking to become worthy citizens of the nation.

Urging the students to take part in sports and games activities for becoming physically fit, he further informed that there are reservations in government jobs under sports quota and advised the students to develop unity and brotherhood through such activities. The Minister also appealed the teaching community to impart quality education and to put all-out efforts to make the society vibrant and advanced. Taloh further urged the college fraternity to adopt cleanliness as a permanent ethos of their life and work for generating awareness regarding clean atmosphere, personal hygiene and pollution free campus.

While highlighting the developmental activities being undertaken under the present state government, the Minister informed that Rs. 1 Cr. has been earmarked for establishment of quarters for faculties and laboratories in the college while, two new buses and one vehicle for the principal have been provided recently. Under RUSA, four crores have been sanctioned to promote higher education and the college authority should strictly monitor and should not compromise with the quality works, he added and asked the district administration to provide at least 10 acres of land to establish the Arunachal State University for which Rs 10 Crs. has already been sanctioned.

East Siang ADC, Deepak Shinde in his address urged the youths to take part in various competitions undertaken by the administration under preparation of Smart City proposal.

JNC Students Union General Secretary Guni Pabin also apprised the minister about grievances of the students and submitted a six-point memorandum for infrastructure and academic development of the college.

Buddha Statue dedication ceremony and

Poi Potwa Panchong ends

NAMSAI, Nov 6: The grand dedication ceremony of bamboo crafted Buddha Statue (Poi Lu Phra Long) and Poi Potwa Panchong Festival at Golden Pagoda Monastery, Noy-Chenam (Tengapani), Chongkham ended today on colourful note.

The religious celebration also marked the auspicious occasion of Maha Pavaranna ceremony, the procession carrying holy relics of Buddha from Sri Lanka.

The Maha Pavaranna is a solemn ceremony and is generally celebrated by the Theravada Buddhist to mark the end of three months rainy retreat (Varsha Vassa).

Former Minister Chowna Mein and his family consecrated the 13 feet high statue made of bamboo on that occasion. The unique Bamboo Buddha is the first of its kind installed in the country. The statue was crafted by a Shan Monks from Myanmar in 45 days. The materials for the statue were collected from Myanmar, informed Legislator Chowna Mein.

The bamboo crafted Buddha statue was later named as Phra Ingta-shaan.

Speaking about the importance of organizing the cultural exchange programme, Chowna Mein said that there are similarities among the Tais of India and Thais in terms of culture and religion. Mein said that he has been making personal initiative to promote friendship and foster brotherhood among the various Tai brethren living in South East Asia.

Chowna Mein added that his emphasis was to open the historic Pangsau Pass. If opens, it will offer a vistas of opportunities including the scope of the Tai communities in India and Myanmar to connect.

Many devotees from various places of Namsai district offered tun-patesha (celestial trees) to the Bhikkhu Sangha on the occasion. A procession in premises of Golden Pagoda with Holy relics of the Buddha which was brought last year from Sri Lanka was also carried out with religious chanting and beating of drums with cymbals.

Later in the evening, the cultural exchange programme of Thai Dance & Cultural Troupe from Srinakharinwirot University Thailand, Tai Ahom Cultural Group from Sivsagar, Assam, Doi Patkai Cultural Group from Dibrugarh, Assam and Tai Khampti Cultural Literary Society Chongkham mesmerized the crowd.

 

 

SIRD workshop for Panchayat secretaries

ITANAGAR, Nov 6: A one-day workshop to identify state specific contents on the proposed Certificate Course on Gram Panchayat administration was held at SIRD, Arunachal Pradesh.

Commissioner (RD&PR), Indra Mallo while inaugurating the workshop at SIRD’s conference hall, appealed all the participating elected PR members from selected districts and representatives from selected line departments to take advantage of the course that will be launched by Ministry of Panchayati Raj, Government of India through distance mode. Mallo shared her vision of using selective Participatory Rural Appraisal tools to prepare need based Gram Panchayat Development Plans, for using grants under 14th Finance Commission recommendation in effective, efficient and transparent manner. She urged the need for adopting convergence as a medium to address various problems being faced in rural areas.

Earlier, Director SIRD, B J Duia spoke about the significance of the workshop aiming to identify State specific issues pertaining to Gram Panchayat administration under the proposed certificate course under distance mode.

Faculty from Centre for Panchayati Raj, National Institute of Rural Development and Panchayati Raj, Hyderabad, R. Suryanarayan Reddy, gave a presentation on different modules of the proposed certificate course for gram panchayat secretaries. He expressed hope that the workshop deliberations will help in incorporating state specific contents to devise topics and lessons that would be deliberated at national level and shared with the state governments before launch of the proposed certificate course in distance mode.

Deputy Director and local workshop coordinator, Dr. Vijay Kumar Sharma in his introduction spoke on the steps taken by Ministry of Panchayati Raj to make Gram Panchayats vibrant institutions of Self Governance under which equipping Panchayat Secretaries currently looked after by Computer-cum-Accounts Assistants appointed under RGPSA with requisite Gram Panchayat administration skills assumes crucial.

The workshop was attended by over fifty selected Zilla Parishad Chairpersons, Zilla Parishad Members, Anchal Samiti Members, Gram Panchayat Chairpersons, Gram Panchayat Members, officers from Department of Panchayati Raj, Audit and Pension and Faculties from SIRD.

 

 

AVP’s state level Sports Meet begins

ITANAGAR, Nov 6: The Arunachal Vikas Parishad (AVP)'s State Level Sports & Games Meet 2015 was inaugurated by Leader of Opposition Tamiyo Taga today at Rono-field, Doimukh.

Addressing the participating players on the occasion, Taga advised them to remain physically fit and acquire the fundamental qualities of sportsperson  -- skill, strength, stamina and speed -- to become a good sportsperson. He appealed them to avoid bad habit like using drugs, consuming alcohol and smoking cigarette etc. which are very harmful to health.

He also advised them to maintain strict discipline throughout the life. He discouraged active involvement in politics by the students which may prove not good for them.

Taga appreciated AVP's efforts to identify hidden sports talents of the state by organizing sports meet at rural areas throughout the state.

AVP President Pratik Potom submitted a memorandum demanding affiliation/recognition of sports activities conducted by AVP with Sports department, GOI and Govt. of Arunachal Pradesh.

The main highlights of the inaugural function were lighting of Olympic torch, march-past by the district teams, band display by the students of VKV Nirjuli.

Altogether 680 selected sports persons from 19 districts are participating in the 3-day mega event.

Winners of this sports meet in various events and categories will be participating in the national level sports and games meet scheduled to be held in Ranchi in the last week of December 2015.

Tana Taggu, Chairman Local Management Committee, Jomniya Siram AGS, AVP, Nabam Atum, Chairman Central Nyedar Namlo, Taba Hare were among the dignitaries present on the occasion.

Techi Gobin Vice President AVP explained the aims and objectives of the meet and various activities of AVP in the state.

Earlier, IMC Deputy Councillor Kipa Babu, who also is the organizing committee Chairman, gave the well-come address.

Nepal is drifting away from India

The blockade imposed by Madhesi group at several points along the Indo-Nepal border is taking severe toil on the relation between two neighbours.  Today Nepal's new Prime Minister K P Sharma Oli said that blockade of key border points with India is 'more inhuman than a war' as he criticized New Delhi for raking up alleged rights abuse in Nepal at the UNHRC. Forced with no option Nepal is warming upto another immediate neighbour China. The two countries have agreed to open seven more border trading points to facilitate flow of essential goods to the landlocked country.

The crisis can be traced back to early August, when Madhesis who are residents of Nepal's southern plains bordering India began protesting some of the provisions of the country's new constitution. Nepal alleges that India is behind the blockade which New Delhi strongly denies. It is a well known fact that landlocked Nepal is overwhelmingly reliant upon imports from India, including much of its food, consumer goods, and 100 percent of its fuel - aviation fuel, petrol, diesel and cooking gas. Culturally also two nation shares close relation. India has always considered Nepal as its fiefdom and that’s where the problem lies. The Nepalese suspect that India is trying to teach them a lesson by using Madhesis after they refused to accept India’s suggestion to delay adoption of new constitution. The unofficial blockade has crippled life in the country of 30 million people. If India does not do course correction at the earliest, Nepal will further drift away to China and India will lose a crucial strategic advantage.

Just to put the things in proper perspective

Dear Editor,

This is apropos a letter published today in the readers forum column of your esteemed daily under the headline "Deserves due recognition" written by Dr. Kayan Ratan from Ruksin. At the outset, let me put it on record that it doesn't do any good for the image of medical fraternity of the state to indulge in claims and counter claims of being the first to do any surgery in the state. However Iam constrained to respond only because the matter has been brought to public domain by Dr. Ratan without any provocation.

First of all, Dr. Ratan's claim to have done the first treatment of oral cancer in October 2013 is fallacious because having started his medical practice only 2-3 years back, perhaps he doesn't know that Senior ENT surgeons and general surgeons in capital complex have been performing localised oral cancer surgery for more than a decade now. Cancer treatment is a multidisciplinary approach which requires the services of the surgeon, oncologist, Pathologist, Radiologist etc with good logistical back up like C.T Scan, pathology, Lab etc. Sitting at a place without any of these facilities, I cannot comprehend how any individual can claim to have treated cancer.

Moreover having been in practice for more than 13 years, myself and other surgeons in capital complex have conducted Maxillo facial surgeries for trauma / removal of tumours etc prior to 2010 itself when Dr.Ratan had not even started his post-Graduate training. So to claim that he is the first to do maxillo-facial surgery in 2013 is misleading & false.

Heema Hospital never claimed to do the first maxillo- facial surgery because it has been done many times before. But our claim was the scale of surgery which was a "very major complicated maxillo-facial surgery involving fractures of multiple bones which required a multispecialty team of doctors" for 5 hr long surgery which was done for the first time in the state at Heema Hospital. Herein, lays the difference. This is not against any particular individual, but just to put the things in proper perspective.

Rajkhowa's legacy will depend on ability to discharge duties with touch of statesmanship

People have noticed that many Governors make it to the front pages of newspapers for both right and wrong reasons. While the tussle between the Lieutenant Governor of Delhi and Chief Minister Arvind Kejriwal left Delhi wanting for governance, the proactive and progressive approach of the 14th Governor of Arunachal, General Retd Joginder Jaswant Singh, made him the "People's Governor". Since May 2015 Jyoti Prasad Rajkhow's stint as the Governor of Arunachal has been mired in controversies some of which, many believe, were avoidable.  

The letter to the PM from the Raj Bhawan over the Greenfield Airport in Hollongi has not gone down well with the people of Arunachal since they have been waiting for an airport for decades. Governor's clarification that he was prompted to write the letter since Chief Minister's office did not respond to him on the matter, however, many argue, did not justify his recommendation for upgradation of Lilabari airport instead of the Hollongi airport. His critics have also criticized the Governor for frequent comments on the affairs of the state without constructive suggestions and complementary in his action which has rather dampened the progress of developmental activities instead of helping it. The recent comments on lack of infrastructure and innovation in attracting tourists to Arunachal have been promptly refuted by the Tourism Department since it was felt that the facts were wrongly represented which damaged the image of Arunachal. The Governor, with all his good intent, has to also display statesmanship with probity, many feels. The frequent recourse of the BJP leaders to the Raj Bhawan seeking Governor's intervention in matters of governance and in the internal party affairs of the Congress are seen with skepticism by the Congress party and general public alike. The mud-slinging and clarifications involving the Raj Bhawan is a sad development for the constitutional position that is highly revered by the people.

In the scheme of things under the Indian Constitution, the Council of Ministers has primacy on actual administrations on the ground and not the Governor. However, on many occasions Governor's role in direct administration has received approbation like in the case of former Governor General J.J Singh.  

When J P Rajkhowa was appointed as the 16th Governor of Arunachal, people expected a lot from him since he had a wealth of experience in matters of actual administration. It was also expected that since he is a native of the North East India region (Assam) he would display sensitivity towards the unique problems of Arunachal which many of his predecessors didn't display. Governors have to ensure that their initiatives and enthusiasms are in complimentary with the actions and philosophy of the state government. However, in times of need they have to guide government to the right direction without breaching the trust of the people and without creating obstacles for governance. This is a tight rope to walk. Governors are expected to take this walk statesmen-like. Governors are, after all, the first citizen of states in India. J P Rajkhowa's legacy will depend on his actions and in his ability to discharge his duties with a touch of statesmanship.

Save our rivers and streams

Dear Editor,

Through the column of your esteemed daily, I would like to raise concern regarding the dumping of garbage materials into various channels of capital complex. Often capital is regarded as strength of the state and the crown of one's realm. Both the GoAP and public are busy in spending lots of money and endeavoring towards infrastructure, health and economic development, which by sense is virtuous. But when it comes down to the core issue of effective sanitation there seems to be almost nil effort.

It is very ironic to see that several streams, Barapani River and its tributaries have become kind of common garbage dumping zone for the dwellers of capital. This on-going garbage dumping process is slowly killing our rivers. No periodical actions are being taken to clean the dumped garbage and no effective inspection has been initiated by the concern authorities. Consequently at places like Barapani Bridge, GN station, Abotani colony, Chandranagar and various tributaries in the adjacent sectors heaps of garbage has piled up. This has led to increase in toxification of fresh water and poses serious health hazard.

For the clean Arunachal mission, proper planning should be done and garbage treatment plant should be set up in every districts. Also dumping of garbage on the streams should be checked. Citizen as well as municipal bodies and other government agencies should together work to keep our rivers clean.
